The project uses multiple sources of data to build a tool that would provide automatic market research analysis of prices for goods that enables budget spending units to spend money more efficiently and save taxpayers money.

Currently, in Ukraine, Moldova, and Kazakhstan, budget spending units (ministries, state-owned enterprises, state agencies, and local administrations) do not have an instrument to make a market value estimation for products and services embedded under the public procurement rules. This undermines their ability to efficiently plan, conduct public procurements, and effectively spend budget resources.
Our project, Market Research Tool, uses OCDS data standard and multiple data sources to build a new tool that analyzes market prices for goods. The tool boosts spending units’ ability to plan, conduct procurements, and spend money more efficiently. It also powers spending units in their fight with Covid-19 and assists them in reaching the Sustainable Development Goals.

June 2020: Concept was developed and selected in the finals of the Taiwan Presidential Hackathon.
July 2020: Market Research Tool got to the finals of the alumni Open Data Challenge Ukraine 2020.
August 2020: Minimum viable product of the tool (based on Ukrainian public procurement data) was developed. For details, see www.mrt.in.ua
September 2020: Our team got access to APIs of Moldova and Kazakhstan public procurement systems.
October 2020: We secured partnerships in Moldova and Kazakhstan with a good track-record in public procurements analysis & advocacy.
November 2020: The Market Research Tool was selected as a participant in UNDP’s BOOST Innovation Challenge.
February 2020: We have partnered with the Ministry of Finance of Moldova.
