The challenge

Currently, in Ukraine, Moldova, and Kazakhstan, budget spending units (ministries, state-owned enterprises, state agencies, and local administrations) do not have an instrument to make a market value estimation for products and services embedded under the public procurement rules. This undermines their ability to efficiently plan, conduct public procurements, and effectively spend budget resources.

The solution

Our project, Market Research Tool, uses OCDS data standard and multiple data sources to build a new tool that analyzes market prices for goods. The tool boosts spending units’ ability to plan, conduct procurements, and spend money more efficiently. It also powers spending units in their fight with Covid-19 and assists them in reaching the Sustainable Development Goals.

Key features of our tool are the ability to:

  • provide comparative information about the prices of goods within the system of public procurements for state agencies and local authorities
  • reveal suppliers with the lowest prices on the market and the ones with the best portfolio of deliveries to conduct risk assessment.
