Flood risk is intensifying as climate change increases the frequency and severity of extreme rainfall events. Yet most cities — particularly smaller and medium-sized municipalities — lack access to the advanced hydrological modelling tools, spatial data, and technical expertise needed to assess vulnerabilities, test adaptation measures, and build effective early-warning systems.

SaferPlaces is a cloud-based digital twin platform that integrates satellite imagery, hydrological modelling, and AI to generate high-resolution, building-level flood-risk intelligence within minutes. The platform enables planners and emergency managers to assess vulnerabilities, simulate adaptation scenarios, and strengthen disaster-preparedness strategies without requiring deep modelling expertise.

Implemented in more than 15 municipalities across Europe since 2023, including adoption by the Emilia-Romagna Regional Civil Protection Agency following catastrophic flooding. Also piloted in Angola in partnership with the World Bank, demonstrating applicability beyond the European context.
